Job Description

SNAP/TANF Functional Manager needs three (3) years of management experience with software development, design, and the Vendor’s SDLC methodology for this Contract.
SNAP/TANF Functional Manager requires:
Have SNAP/TANF program policy knowledge.
Have management and supervisory experience in a similar role or setting.
Be able to liaison across business users and technical developers and ensure all functional requirements are documented and delivered to meet end user needs.
Be able to build and maintain positive client relationships with senior managers and end users.
Be able to drive and champion organizational change management.
Possess excellent writing and communication skills.
Experience with SNAP and TANF Federal Policy and Procedures is required.

SNAP/TANF Functional Manager duties:
Author and present SNAP/TANF business requirements documentation.
Have a System-wide view of the SNAP/TANF system design. Ensure each component/module work together to address the functional requirements and use cases.
Manage the performance and success of a small team of business analysts.
Lead the effort for capturing end user business needs for a new system implementation and ensuring those requirements are being met by translating requirements to technical developers and validating that system functionality supports the business and meets end user’s needs.
Work with subject matter experts from the program areas to understand system and process requirements and articulates the requirements to developers.
Oversee a team of business analysts supporting requirements documentation, validation, testing, and analysis.
Support System integration testing and end user testing to validate functional requirements are met and evaluate test results. Oversee business analyst testing.
Recommend, document, and demonstrate new and modified business processes supported by the new SNAP/TANF system.
Collaborate with the Training / Organizational/ Cultural Change Manager to plan for, develop, and execute an organizational change management plan to support business end users
